28. which of the following can be inferred from paragraph 3?
[a] labour is under attack for opposing development.
[b] the conservatives may abandon “off -plan” building.
[c] the liberal democrats are losing political influence.
[d] ukip may gain from its support for rural conservation.
[原文]①at the next election none of the big parties seem likely to endorse this sentiment. ②the conservatives’ planning reform explicitly gives rural development priority over conservation, even authorsing “off-plan” building where local people might object. ③the concept of sustainable development has been defined as profitable. ④labour likewise wants to discontinue local planning where councils oppose development. ⑤the liberal democrats are silent. ⑥only ukip, sensing its chance, has sided with those pleading for a more considered approach to using green land. ⑦its campaign to protect rural england struck terror into many local conservative parties.
由此可见[a] labour is under attack for opposing development与原辞意思相反,原文中labour的情绪显着是撑持开发而非对立。原文持续指出除了方案变革之外,还在当地人可以对立的当地缔造了方案外的建筑(even authorsing “off-plan” building where local people might object)。原文只介绍了conservatives附和了off-plan building,并没有在任何当地指出有扔掉的可以,所以[b] the conservatives may abandon “off -plan” building.
⑥⑦介绍了ukip(英国独立党)的情绪。 sided with those pleading for a more considered approach to using green land和to protect rural england都标明该政党撑持乡下维护(rural conservation)。only ukip, sensing its chance, has sided with those… [d] ukip may gain from its support for rural conservation.
29. the author holds that george osborne’s preference
[a] highlights his firm stand against lobby pressure.
[b] shows his disregard for character of rural areas.
[c] stresses the necessity of easing the housing crisis.
[d] reveals a strong prejudice against urban areas.
[原文] ①the idea that “housing crisis” equals “concreted meadows” is pure lobby talk. ②the issue is not the need for more houses but, as always, where to put them. ③under lobby pressure, george osborne favours rural new-build against urban renovation and renewal. ④he favours out-of-town shopping sites against high streets. ⑤this is not a free market but a biased one. ⑥rural towns and villages have grown and will always grow. ⑦they do so best where building sticks to their edges and respects their character. ⑧we do not ruin urban conservation areas. ⑨why ruin rural ones?
29题题干中的george osborne’s preference实践上是在指代george osborne对待城、乡的另眼相看,即②③的内容: george osborne favours rural new-build against urban renovation and renewal. he favours out-of-town shopping sites against high streets.
[a] highlights his firm stand against lobby pressure. 由③under lobby pressure, george osborne favours …
[b] shows his disregard for character of rural areas. 和[d] reveals a strong prejudice against urban areas.
[c] stresses the necessity of easing the housing crisis.
31. the author views milton friedman’s statement about csr with
[a] tolerance
[b] skepticism
[c] uncertainty
[d] approval
[原文]①”there is one and only one social responsibility of businesses,” wrote milton friedman, a nobel prize-winning economist, “that is, to use its resources and engage in activities designed to increase its profit”. ②but even if you accept friedman’s premise and regard corporate social responsibility (csr) policies as waste of shareholders’ money, things may not be absolutely clear-cut. ③new research suggest the csr may create monetary value for companies-at least when they are prosecuted for corruption.
这一烦扰项来自things may not be absolutely clear-cut。

27.the “threatened” tag disappointed some environmentalists in that it_____。
[a] was a give-in to governmental pressure
[b] would involve fewer agencies in action
[c] granted less federal regulatory power
[d] went against conservation policies
[原文]①the crash was a major reason the u.s. fish and wildlife service (usfws) decided to formally list the bird as threatened. ②“the lesser prairie chicken is in a desperate situation,” said usfws director daniel ashe. ③some environmentalists, however, were disappointed. ④they had pushed the agency to designate the bird as “endangered,” a status that gives federal officials greater regulatory power to crack down on threats. ⑤but ashe and others argued that the ”threatened” tag gave the federal government flexibility to try out new, potentially less confrontational conservation approaches. ⑥in particular, they called for forging closer collaborations with western state governments, which are often uneasy with federal action, and with the private landowners who control an estimated 95% of the prairie chicken‘s habitat.
[a] was a give-in to governmental pressure,
[b] would involve fewer agencies in action.
[d] went against conservation policies.
28.it can be learned from paragraph3 that unintentional harm-doers will not be prosecuted if they_____.
[a] agree to pay a sum for compensation
[b] volunteer to set up an equally big habitat
[c] offer to support the wafwa monitoring job
[d] promise to raise funds for usfws operations
[原文]①under the plan, for example, the agency said it would not prosecute landowner or businesses that unintentionally kill, harm, or disturb the bird, as long as they had signed a range—wide management plan to restore prairie chicken habitat. ②negotiated by usfws and the states, the plan requires individuals and businesses that damage habitat as part of their operations to pay into a fund to replace every acre destroyed with 2 new acres of suitable habitat. ③the fund will also be used to compensate landowners who set aside habitat , usfws also set an interim goal of restoring prairie chicken populations to an annual average of 67,000 birds over the next 10 years. ④and it gives the western association of fish and wildlife agencies (wafwa), a coalition of state agencies, the job of monitoring progress. ⑤overall, the idea is to let “states” remain in the driver’s seat for managing the spec
ies,” ashe said.
定位到第三段,题干中的unintentional harm-doers是对①landowner or businesses that unintentionally kill, harm, or disturb the bird的归纳性替代,由原文可知选项大约和此内容有关:they had signed a range—wide management plan to restore prairie chicken habitat,②对其间的 a range—wide management 做了进一步说明,the plan requires individuals and businesses that damage habitat as part of their operations to pay into a fund to replace every acre destroyed with 2 new acres of suitable habitat.
[a] agree to pay a sum for compensation是对①②的归纳性总结,大约中选。
[b] volunteer to set up an equally big habitat与replace every acre destroyed with 2 new acres of suitable habitat原辞意思敌对,不中选。
[c] offer to support the wafwa monitoring job. 该烦扰项来自④it(指代the fund) gives wafwa the job of monitoring progress。
[d] promise to raise funds for usfws operations. 该烦扰项来自②the plan requires individuals and businesses that damage habitat as part of their operations to pay into a fund to,可是这儿的their指代individuals and businesses,此operations归于这些unintentional harm-doers,而不是usfws。
30.jay lininger would most likely support_______。
[a] industry groups
[b] the win-win rhetoric
[c] environmental groups
[d] the plan under challenge
[原文]①not everyone buys the win-win rhetoric. ②some congress members are trying to block the plan, and at least a dozen industry groups, four states, and three environmental groups are challenging it in federal court. ③not surprisingly, industry groups and states generally argue it goes too far; environmentalists say it doesn’t go far enough. ④“the federal government is giving responsibility for managing the bird to the same industries that are pushing it to extinction,” says biologist jay lininger.
所以不该选[b] the win-win rhetoric和[d] the plan under challenge。
所以[c] environmental groups中选,[d] the plan under challenge不大约当选。
